Serrano Elementary is a small K-6 school of roughly average size for its grade band in an affluent, entirely residential enclave. The school sits within Villa Park, a strictly single-family community in Orange County where lot sizes run half an acre or larger and civic life centers on a compact cluster of public facilities rather than a commercial or employment base. Most residents commute outward for work.

Academically, Serrano's performance is mixed. In English language arts across tested grades, the school shows a moderate proficiency rate, with fourth and fifth graders reaching above-average performance while sixth graders also hit that mark. Math is softer: fourth grade does reasonably well, but proficiency dips sharply in third, fifth, and especially sixth grade. A science result for fifth grade sits near the midpoint. Overall, Serrano's proficiency index places it below the midpoint among schools in Orange County districts, a meaningful gap.

The former board had also voted to ban the Pride flag and temporarily suspend books it deemed age-inappropriate. This governance reversal, and the rescinission of the notification policy, are lasting changes in how the district approaches student identity and family notification, matters that families across the political spectrum weigh in their enrollment decisions.
