The city has no traditional downtown or walkable commercial core; its built environment is a network of residential subdivisions, university grounds, and office parks connected by interstate highways and county roads. Families who live here choose it for the lakes, parks, and a quiet suburban feel, but they drive to nearby New Brighton, Roseville, or Shoreview for libraries, shopping, and a more concentrated civic life. The city is on the edge of a major change: the former Twin Cities Army Ammunition Plant site is being redeveloped as Rice Creek Commons, a mixed-use project that could eventually add thousands of housing units and shift the character of the northern part of town.
