Conesville Elementary School is permanently closed as of the end of the 2022-2023 school year. The school served middle grades and sat at State Street in the village of Conesville, a very small Appalachian community in southeastern Ohio along the Muskingum River. Its closure reflects the district-wide consolidation undertaken by River View Local School District in response to long-term enrollment decline.

The decision to close Conesville Elementary came as part of a larger restructuring. At the end of 2022-2023, River View Local also closed Keene Elementary and consolidated all lower-grade elementary students into a single building at River View Elementary, formerly Warsaw Elementary, located outside the village in Warsaw. This consolidation was driven by shrinking student population; the district had declined from a much larger enrollment several decades earlier to only a modest number of students by 2022-2023. School officials cited economic efficiencies as the rationale for combining buildings.

The school's most recent academic results, from spring 2023, showed a mixed picture across the tested grades it served. Fourth grade performed relatively well in both math and English language arts, with strong proficiency rates. Third grade proficiency in math was solid, though reading skills lagged. Performance declined notably in the upper middle grades: fifth grade showed lower math proficiency and sixth grade struggled in both math and English language arts, with math proficiency particularly weak. Science and social studies results from the final year or from earlier assessments were available for fifth grade and showed modest proficiency levels.

The closure of Conesville Elementary reflects the broader economic pressures facing River View Local. The district's revenue base was hit significantly when the AEP Conesville coal-fired power plant, historically the dominant employer in the area, closed in May 2020. The plant's closure eliminated roughly a million dollars in annual property tax revenue for the district. Two subsequent attempts by the district to pass income-tax levies, in November 2019 and March 2020, both failed. A property-tax renewal levy passed narrowly in November 2024 and a second renewal passed in May 2025, providing some stabilization of local funding going forward, but on relatively thin margins.

For families in the Conesville area, the school's closure means elementary-aged children now attend River View Elementary in Warsaw, a consolidation that lengthens bus rides for students living outside Warsaw and concentrates resources in a single elementary building. The broader district context is one of sustained enrollment pressure and recent financial strain, though the passage of two renewal levies in 2024-2025 has provided a measure of funding stability through the next renewal cycle.
