W T Francisco Elementary is now closed. The school served middle-elementary grades in Haltom City and was part of the Birdville Independent School District.

In the 2022-23 school year, before closure, the school's testing results showed mixed performance across the grades it served. In English language arts, proficiency rates ranged from low-to-moderate: third-grade students tested showed about half meeting grade-level standards, fourth-grade students were just under half, and fifth-grade students were at about half. In mathematics, the picture was weaker. Third graders showed minimal proficiency, fourth graders showed none meeting standards on the Spanish-language assessment, and fifth graders showed low proficiency. Fifth-grade science proficiency was also low. The school's tested enrollment in these grades was small, ranging from fewer than a dozen students to a few dozen per grade, which reflects the school's small size.

The Birdville district made the decision to close W T Francisco as part of a broader consolidation strategy. In 2022, voters approved a bond package that included funds for campus rebuilds and safety upgrades. As part of that bond work, the district consolidated W T Francisco with Smith Elementary, a neighboring school that was also small. Both schools had operated at low capacity and carried high per-pupil costs. The district rebuilt Smith Elementary on its original site in Haltom City and created a combined partner campus there, absorbing W T Francisco's enrollment and attendance zone. This consolidation took effect in the 2024-25 school year, meaning families who would have attended W T Francisco now feed into the new Smith Elementary building.

Haltom City itself is an inner suburb of Fort Worth in the Mid-Cities region, with a working-class character shaped by residential neighborhoods, commercial corridors, and a significant industrial park that anchors local employment. The city is in an active growth phase, with major mixed-use and multifamily development underway, though older commercial corridors are being targeted for revitalization. For families considering schools in this area, the relevant option is now the rebuilt Smith Elementary, which serves the same attendance zone W T Francisco once did.
