The U.S. Department of Education has proposed changes to the rules that govern how it administers federal grants, a move designed to bring its regulations in line with updated governmentwide standards.
Published in the Federal Register on Aug. 24, 2026, the notice of proposed rulemaking would amend the Education Department General Administrative Regulations (EDGAR) and related provisions in 2 CFR parts 3474 and 3485. The department said the updates aim to better align its regulations with its own procedures and with technical updates from the Office of Management and Budget’s Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, which were published on April 22, 2024.
The department intends to finalize the rule in late 2026. Public comments on the proposal are due by Sept. 23, 2026.
