Florida State Board Approves Uniform Weighted GPA and Mandatory Teacher-Prep Curricula

The State Board of Education passed rules for a statewide 5.0 weighted GPA scale and required core courses for teacher-preparation programs, including civil discourse, taking effect in 2026-27 for students and 2027 for programs.

Florida’s State Board of Education has approved a rule package that standardizes weighted high school GPAs on a uniform 5.0 scale and mandates a set of core courses for all state-approved teacher-preparation programs, including a required course on civil discourse and the American founding. The changes, authorized by Chapter 2026-59 of the Florida Laws and backed by legislation HB 1279 and SB 7038, take effect for students entering 9th grade in the 2026-27 school year. Teacher-preparation programs must comply by August 1, 2027.

Uniform weighted grading

Under the new rule, a 0.5 weight is assigned to honors courses and a 1.0 weight to accelerated courses, which include dual enrollment, Advanced Placement, International Baccalaureate, and AICE courses. The legislation that authorized the rule prohibits districts from using alternative grade calculation or weighting systems and from discriminating against dual enrollment courses. School boards must use the uniform weighted grading system to calculate weighted high school GPAs for class ranking, and they must recalculate weighted credits for transfer students and display the weights clearly on transcripts. No extra weight beyond the statewide schedule is permitted.

Prior to this rule, Florida’s 67 school districts generally applied a 0.5 weight for honors and a 1.0 weight for accelerated courses, but the system lacked statewide uniformity, according to a bill analysis from the Florida Senate. The analysis described the fragmented approach as creating inconsistent GPA calculations for transfer students and college admissions officers. Hillsborough County had adopted a similar 5.0-capped weighted GPA system in 2023, which Yahoo News reported served as a model for the state’s uniform rule.

Teacher-preparation core curricula

The rule also mandates that all state-approved teacher-preparation programs offer a uniform set of foundational courses. These include content literacy and mathematics practices, high-impact teaching and classroom management, a course on civil discourse and the American founding, and mastery-based clinical experiences for pre-service teachers. Florida Statutes section 1012.551 requires programs to provide uniform core curricula aligned with the Florida Educator Accomplished Practices, including an introduction to education course covering cognitive science of learning principles and a classroom management and high-impact teaching strategies course.

Florida Administrative Code 6A-5.066 already prohibited teacher preparation programs from distorting significant historical events, teaching identity politics, or endorsing theories that systemic racism, sexism, oppression, and privilege are inherent in U.S. institutions. The new civil discourse course requirement fits into this existing regulatory framework. The rule also allows Florida Advanced Courses and Tests exams to count toward accelerated options alongside AP, IB, Cambridge AICE, and dual enrollment classes.

Comparative context

Before the 2026 legislation, Florida’s 67 districts set their own GPA weighting practices. While most applied the same general weights, the Senate bill analysis noted that the lack of a statewide standard created inconsistencies. The state’s new rule eliminates that fragmentation. Hillsborough County’s earlier adoption of a 5.0-capped system served as a local precedent, according to Yahoo News. No other state-level uniform weighted GPA systems were cited in the research brief.

UF, UCF, and USF all independently recalculate every applicant's GPA on a 4.0 scale, applying 0.5 quality points for honors and 1.0 for AP, IB, AICE, and dual enrollment. Those weights are identical to what the new statewide rule mandates. The uniform GPA standardizes what appears on a high school transcript, but for a Florida public university applicant, the admissions office was already running the same math itself. The change matters most for class ranking, transfer students between Florida districts, and private or out-of-state colleges that previously had to decode district-by-district variation.

South Carolina has run a uniform weighted GPA for 25 years and revised it three times.

South Carolina adopted its Uniform Grading Policy in 2000-01 and has revised it three times since: 2007, 2016, and 2017. The 2016 revision moved to a 10-point scale partly because surrounding states used more generous letter-grade cutoffs, putting South Carolina students at a disadvantage in out-of-state admissions. Florida starts from a cleaner baseline since most districts already applied the same weights. But South Carolina's record suggests the first version of a uniform scale generates alignment problems that take years to surface and fix.

The teacher-prep requirements don't reach new candidates until 2029-2030, with a December 2028 checkpoint.

Programs must offer the uniform core curricula by August 1, 2027, but the statutory requirement that each teacher candidate complete the new courses applies to those entering in 2029-2030. By December 1, 2028, the State Board must approve or reject each program's course list. Florida's Board of Governors already permits teacher education programs to exceed the standard 120-credit bachelor's degree when state mandates require additional coursework, listing Teacher Education by name as a qualifying exception. The credit-hour concern the union raised has a remedy, but each program must request the exception individually.
