The Idaho State Department of Education released the state's first draft K-12 artificial intelligence content standards in June 2026, a direct outcome of Senate Bill 1227 signed into law by Governor Brad Little on March 19, 2026. The draft was developed by a 27-member writing committee of educators and industry experts who spent a week in Boise examining existing frameworks from North Dakota and Ohio. The standards are organized by grade bands K-2, 3-5, 6-8, and 9-12, with the high school level divided into three domains: AI Fluency, AI Impact, and AI Technical Aptitude.
Under SB 1227, the state framework must be approved by the State Board of Education, after which all public school districts and public charter schools must adopt local policies aligned with the framework and compliant with federal student privacy laws. The law also requires vendors to disclose whether their products use generative AI or machine learning. The timeline calls for State Board review and public comment over the next year and a half, with legislators voting on adoption during the next legislative session. If adopted, the standards would take effect for the 2027-28 school year at the earliest.
The K-8 draft standards are organized under categories including AI Systems, AI Privacy and Safety, and AI Literacy at the elementary level, and AI-Assisted Learning, AI in Society, AI Privacy/Safety/Ethics, and AI Systems in grades 6-8. At the K-2 level, students would learn to identify that AI systems learn from examples provided by humans, distinguish between human decisions and computer outputs, explain that computers use data and algorithms to make decisions, and identify an example of bias. For high school, the AI Fluency domain includes standards requiring students to understand when AI versus non-AI solutions are appropriate and to recognize that reliance on AI might diminish individual human cognitive and emotional development.
How other states compare
Idaho's approach stands apart from other states that have moved to set K-12 AI guidelines. North Dakota released a K-12 AI Guidance Framework in July 2024, but that document is explicitly voluntary — described by the state as not a hard and fast set of rules — and was not codified in statute. North Dakota's framework offers grade-level recommendations such as teaching K-2 students that AI is not a real person and guiding 9-12 students on AI's limitations including bias.
Ohio took a more prescriptive route. Under House Bill 96, all traditional public school districts, community schools, and STEM schools must adopt a formal AI policy by July 1, 2026, and the Ohio Department of Education and Workforce developed a model policy by December 2025. Ohio also embedded an AI strand within its Computer Science Learning Standards adopted in July 2022, based on national guidelines from the Computer Science Teachers Association and the Association for the Advancement of Artificial Intelligence. That strand covers perception, representation and reasoning, machine learning, natural interaction, and societal impacts across grade bands. Idaho's draft takes a different structural path by creating standalone AI content standards rather than embedding AI within computer science or technology standards. The Ohio Department of Education and Workforce's Technology Standards adopted in February 2025, by contrast, integrated AI throughout existing strands using the ISTE Standards framework without creating separate AI indicators.
What research says about teaching AI literacy
Research on K-12 AI literacy curricula provides some evidence that teacher-led instruction can improve student understanding, but it also points to challenges. A quasi-experimental study published in AAAI Conference proceedings examined the DAILy curriculum in middle school classrooms and found that students in the experimental group showed significantly larger gains in conceptual understanding of AI compared to a comparison group, with a Cohen's d of 0.88 versus 0.28. Students across different grades, genders, and racial and ethnic backgrounds benefited similarly. However, the study noted that introducing AI bias and ethics topics temporarily lowered student interest in AI, and the results were based on only two teachers, which limits how widely the findings can be applied.
An international Delphi study of expert stakeholders reached consensus on 8 of 23 statements about key components of K-12 AI literacy. The study, published in the Journal of Computer Assisted Learning, found that experts agreed on two main themes: foundational AI knowledge — understanding and critically evaluating AI's role in everyday life — and critical perspectives including societal and ethical components. The study concluded that K-12 instructors can teach these components if given adequate guidance, time, and professional development.
A separate study published in MDPI Systems proposed a framework for auditing AI literacy competency that spans four dimensions: awareness, ethics, evaluation, and use. The authors emphasized that effective AI literacy requires both technical understanding and the ability to critically evaluate and cooperate with AI systems, noting tensions between promoting AI use and ensuring ethical and critical engagement. The findings are described as mixed, reflecting the complexity of designing AI literacy education.
Idaho's draft standards will now undergo a review process that includes State Board of Education examination and public comment opportunities before legislators vote on adoption. The standards combine standalone content standards with statutory mandates for district policies and vendor transparency.
