Michigan mandates science of reading training for all K-5 literacy teachers by 2031-32
Gov. Whitmer signed a law July 21 requiring all K-5 reading teachers to complete evidence-based literacy training by the start of the 2031-32 school year, conditional on state funding. Michigan third-grade reading fell to a record-low 38.9 percent on the 2025 M-STEP.
